The design target is a 95th percentile under 5 seconds, which needs a streaming feed. Today CMI asks the exchange for closed bars once a minute, so most evaluations land 2–60 seconds after the close, and a restart shows as one slow sample. Signals are only sent if they are evaluated within 15 minutes of their bar.
